I was aware of a smell of something not right in South Ribble but this is now a full on stench.

Philip - South Ribble (my local council) has been a basket case for a number of years now. The ruling Tories have been a bickering shambles, including accidentally handing over power to Labour for a few weeks earlier this year. Labour took control in the local elections and presumably the new Labour leader intends a clear out.
