Although Carter signed for Bury before the war he did not make his debut until the resumption of the Football League. Originally a wireless operator he transferred to the Tank Corps and experienced much action. Cartilage trouble threatened his career when he played again but he overcame it in style, scoring 18 goals in his  first season. Lacking in speed he compensated by crafty footwork and bustle but was used by Bury at inside forward. The Rovers signed him to play on the left wing but gave him only two opportunities before they rejected him. New Brighton got the best out of him (fortunately because they had paid out a sum four times greater than their previous record transfer) . He played in four out of the five forward positions  during his stay at the club where he played more than a hundred League games.
