Baz
This seems like a silly middle step to combining everything onto the credit card part of the license, which is whats needed. However, on radio 2 they said that currently a large % forget their paper counterpart and still manage to hire cars, so there's every chance you'll be ok, but they suggested taking the counterpart if you were likely to not have internet for the 72 hours before hiring a car. Not foolproof though.
