    The only other option would be an agreement with the Directorate Of Enforcement but if that was the case we wouldn’t have been fed the ‘technical and procedural issues’ line.

    I suspect SW told them that as an absolute fact whereas the accounts make clear the club assumed all future requests would be approved.
