95% of the time I don't need to be hands on, but if there's anything particularly important (e.g. involving the regulator or a H & S matter) I will make a risk assessment and on that basis decide whether my presence is required. In this case I am pretty sure I would not have travelled to Birmingham in Waggott's position and I think it is a huge error of judgement on his part.
