The way things are ran at the moment, if someone stayed for 3 or 4 years in that post I'd be worried. Any Chief Scout worth their salt will get tired of barely having a budget to work with, and being undermined by other power brokers in the hierarchy. If they stay that long (unless things here change) they're probably desperate or a yes man.

Cheers, yeh I'm aware of the Dacia Spring. Terrific price point for a new EV, but the range is very limited. I'm not sure what its battery chemistry is either, which matters for guessing how long that will probably last, though most new ones should be good for a while. You would probably only get about 100 miles or less in cold weather, which would be a problem for my Blackpool to Manchester trips, let alone if I landed something further afield, so it wouldn't have been suitable for my needs. I also don't have 'buy new car' money! But for someone who can afford it, doesn't have too far to travel routinely, and really wants to get into EVs, it could be a great arrival on the scene. Although you'll generally always get better value on the used market, as with most cars.

Mo Barrow was an emergency 3 month loan, and a google search of rules at the time in 2015 (not sure if this still applies) says that an emergency loan may contain a break clause that can be activated at any point after 28 days, no window needed. Even in 2015 a standard loan (which are between half a season and a season) had to be terminated during a transfer window. If a recall clause was included. Otherwise a cancellation of the loan requires the consent of both clubs and the player. I don't think we have had a loan less than half a season since then, I can't remember one. If that's the case, every loan since has only been subject to a potential recall in January.

As I said, you're off your tits if you only think he's had a couple of good games. He has only had a couple of bad ones. A very consistent player. He can keep it up, because by and large he's been doing that for nearly 1.5 seasons now. His genuinely bad games in that time can probably be counted on one hand.

That's a false equivalence. Away fans make far more noise than home fans do. Our away support probably makes more total noise, not just per fan, than our home support.
