I suppose that they could, but I imagine due to the ownership situation, the dingles may then petition that compensation should be paid as Egan-Riley is 22, so if he moved directly to Chelsea, then a fee/compensation would be due. I would guess that 1 transfer window is probably enough time for them to negate those claims But the above is all just guesswork on my part

The policy, known as the Player Development Reward, has been proposed by the Union of European Clubs (UEC). It would see at least five per cent of prize money from the Champions League and other UEFA competitions distributed to non-competing clubs who have developed players. For example, Rovers could receive a reward for producing David Raya after the goalkeeper helped Arsenal reach the semi-final. The Gunners overcame Real Madrid en route to the last four, where they were beaten by Paris Saint-Germain over two legs. Raya progressed through the Academy ranks at Ewood Park and went on to make more than 100 appearances for the first team. The goalkeeper was snapped up by Brentford in the summer of 2019 and was promoted with the Bees in 2020/21. He headed to Arsenal in the summer of 2023, initially on a loan deal before completing a permanent switch to the Emirates. The proposed rule would see funds distributed to clubs based on the minutes played in UEFA Competitions and prize money earned. Only clubs who are not competing would be eligible to ensure that β€œsupport goes to clubs whose work often goes unrecognised”. UEC claim that simulations based on recent seasons show nearly 1,500 clubs across Europe would have received payments - from top divisions down to sixth tier teams - and more than 400 clubs would have received north of €100,000 each. I'd settle for a club in League 2 fighting for promotion, at least for the first half season, but if he would be "guaranteed" starts in League 1, then absolutely Rovers need to start dictating (as best they can) how many minutes our loanees get, whilst they cannot say you must play so and so when fit/available (as I am pretty sure that would be against the rules) ,we can offer reduced wage coverage if they play more than X number of minutes they are available for, in order to tip the scales (not sure if penalty clauses would be viable when dealing with lower league clubs, but if they are then that's another possibility)

(there are plenty on here that see Dolan to Derby as a sure thing, I don't buy it personally, but if anyone does think it will happen, then by the same logic, then Sanderson to Derby should be even more nailed on) Sanderson is a player that Eustace signed is it 3 times now? (loan at Rovers & loan & permanent transfers to Brum), as well as Eustace also being assistant manager when Sanderson was on loan at QPR. Eustace also made Sanderson captain at Birmingham.   15. He is still under contract for another year, so unless there is a buy out clause (unlikely considering the length of his contract), if a club bids for him, then Rovers can technically hold out for whatever fee they see fitting
