Would appear to be a clear difference between the respective employment status of say Waggott who isn't on the list and Lowe, who still is, despite VI stating he was leaving.

The Venky's 200m++ losses haven't vanished into thin air. The money has gone from India into football pockets. If you simply look at the money trail you have billionaires in India who won't particularly notice those losses and an agent network around Blackburn firmly attached to the teat. Presumably that network has some leverage which means Venky's can't or won't walk away. The EFL has far more problematic clubs than Rovers to worry about so Rovers can be a handy conduit for whatever. The original plan was to effect agent ownership of PL players but that got scotched so agent interest in having Rovers in the elite was no longer so great. Now it is all hunky dory in the Championship for the network so long as we don't accidentally get promoted to the Premier League where the public spotlight is very different... Just a guess.
