The EFL could in theory not allow them to get promoted. Second place is rewarded with promotion only because the EFL have granted it. So they could just take that prize away from them for not complying with the rules. Whether that is correct I don't know for certain, if someone knows otherwise then please respond.

In my defence that was in the aftermath of surrendering to both Burnley and Preston and him coming out with some bullshit comments about how promotion isn't the main focus.
