Agreed. I know for a fact that people have made this very point to Steve Waggott. I think there is something about it costing the club more to do late sales, so they are trying to discourage the late buying behaviour.....

Was it the beginning of last season or the one before?...He did look out of shape. I remember someone jokingly saying he had a look of Elvis ..at the end! I think TM and DG, himself, are on record as saying how much fitter he has been at the start of this season.

Maybe the surcharge is meant to be a bit like the original speed camera with a low threshold...It may seem excessive to fine drivers for doing 33 mph or whatever, but it changes the culture in the end.
