I think Mowbrays aim of building on and supplementing what we already have is more sensible. If we sign and loan up 4 more attacking options, I'll be happy enough. If any of those include Armstrong, Maddison and Chapman I'll be virtually ecstatic.

That's how I read it. Could be that TM sees this purchase as important while Armstrong and Chapman can be loans. Missing out on Maddison may allow us then to buy those 2 outright.
