I think I’ve solved it! The regulation you’re referring to is in regard to players aged under 24 who have been offered but refused new professional contracts with their existing club. The regulation I’ve been referring to is in regard to academy players moving clubs. Edited to add (from your link 👍)…

But a club’s relegation doesn’t necessary harm an individual players reputation. Who knows 🤷‍♂️ It would be far easier if all salaries had to be made public 😁
