So why not set up a mock court room and take evidence from witnesses on the running of the club. A jury could then give their verdict.

Is he available? Illegal in this country, alas. Not sure about corporal punishment, however. Perhaps what they need is a damn good spanking. I think a more traditional English punishment would be appropriate, such as a public flogging with the cat o' nine tails, the stocks on city square, or tar and feathering.

Directors of a club have a higher standard to meet in order to be permitted to be Directors and this standard is represented in the form of the Fit and Proper Persons Test (FAPPT). All clubs, no matter what their ownership structure, are heavily regulated in a number of ways. Club companies are governed by the requirements of English Company Law. In addition, clubs that are Public Limited Companies are subject to the additional requirements of the stock market rules. The FA and the game’s other football bodies in England impose further regulation by decreeing that whoever controls a club must ensure that they comply with the rules and regulations of both The FA and the League in which the club plays. Significantly, this will include the need for all Directors (as defined) of a club to complete and pass the aforementioned FAPPT, along with specific rules over a club's financial records. FAPPT’s for the top two leagues in England are administered by the FA Premier League and the Football League whilst The FA administers the test for the four leagues below that level. Under the auspices of The FA’s Financial Advisory Committee (FAC), both the Premier League and the Football League drew up FAPPT’s which are, broadly speaking, similar to that of The FA’s.
