There should be allowance for safety issues like helmet straps being defective. The rule is probably outdated anyway given how much time wasting is allowed by the umpires these days. If India won’t play in Pakistan they shouldn’t be allowed to compete. If India can’t play in Pakistan the tournament shouldn’t be played there at all.
