As CEO with O'Brien on his track record, he should personally have been physically present when the paperwork was being checked collated SCANNED and sent. I did that with mission critical paperwork in a business of similar size to Rovers and know of no similar CEO who wouldn't have done the same. This is 100% his personal responsibility. It is actually a good, well-written and fairly brave piece, which clearly reads to me as having been reliably informed by Rovers' "recruitment team".
